As a Purchasing Agent this position supports Base Miami Beach and all Areas of Responsibility (AOR) field units, and adheres to Simplified Acquisition Procedures (SAP) for the acquisition of supplies and services and construction to include the following:
generic administrative supplies and office equipment; computer, electronics and telecommunications equipment; technical and maintenance services; engineering hardware and support services; medical services & equipment; recreational equipment; construction equipment; serve as a purchasing agent, responsible for the acquisition by simplified acquisitions and micro purchasing procedures of supplies; computer and electronic or telecommunications equipment; technical and maintenance services; oil spill cleanup; medical services and equipment, etc.Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
Analyzing all requirements for adequacy, completeness, clarity, funding, and justification for other than full and open competition and makes determination methods of procurement. Analyzing specialized services, or specially manufactured equipment requirements. Developing and selecting best value approach criteria/technical ranking factors for purchases of a variety of vessel related requirements. Analyzing and determining validity of emergency and other than full and open competition acquisitions in relation to the ship repair environment. Performing cost/price analysis, including review of complete cost and pricing data to determine reasonableness. Issuing requests for quotations, which include special provisions, clauses, testing, inspections, acceptance, shipping, special handling, etc., recommends final award. To qualify for the GS-09, applicants must have one year of specialized experience equivalent to the GS-08 grade level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience includes:
negotiates and awards purchases, utilize modified negotiation procedures, utilize full range of simplified acquisition procedures, develop price and delivery schedules, prepare, issue and evaluate solicitations, develop terms and conditions for a variety of services and supply orders, prepare statement of fact relating to mistakes in quotes and protest before and after award.As a rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to purchasing.National Service Experience (i.e., volunteer experience):
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
